Recon darts are still double-firing.

Instant action seems to stretch the definition of "action" now.

1. Dropped me two hexes behind the front line in an empty friendly hex.
2. Dropped me in an empty enemy hex with no link.

Peanuts compared to some other things that broke, but still annoying.

IA has not worked correctly for me ONCE since the hotfix (out of about a dozen attempts).
