I have played on all 3 servers, but the closest one to me is Johari, where I started as NC. In general, the Vanu are far more organized than either TR or NC on Johari, but on any of the servers the VS are best at concentrated fire just because of the way their weapons work. Of course it does not really matter what empire you play or what weapons you use if you can't work as a team.
To answer the minigun question, I personally think it's the most adaptable of the 3--useful in all situations, but it rules in situations outside Jackhammer range and/or where the slow Lasher is not so effective. In my opinion it is worth the 4 points, and so are the other 2.
