Well, I remember when I made Warcraft III there was a message similar. Something along the lines of, "If you don't get the CD or if the CD doesn't work, too bad." It was basically in place to cover themselves should the CD be lost in the mail or it was dysfunctional.

This may just be their way of saying this... Hopefully.

If you got the email, I believe they would ship it to you as well... there was a section for non-United States regions.
