lol i see that is says TR have 28% which is lowest empire population and there exp adjustment is -1% l . thats what i think is wrong.

EDIT: i also just noticed the NC have highest population and have an EXP of +1% and health of +3%.

They seriously need to get the Empire adjustments into effect. Mebbe have the server do a new scan every hafl hour to modify it. That might really help balance things out.
