Chinese laws are fairly strict and rather warped in their priorities. A young adolescent was executed for whacking women on the ass with a stick as they rode by on bicycles, and government officials were in danger of being executed for imbezzling 50K in renminbi, which works out to about five bucks (haha joke). And then common criminals and murderers are given a five-year sentence and then released and given a neato house.

Let's hope the Chinese legal system's point of view on global spam and fucktard CSRs includes a public humiliation, followed by Death By Stoning.
