It's one of my concerns too.

There definatly should be a penalty for leaving a vehicle unattended, there should be hacking or deconstructing/salvage of vehicles in the game.

Of course the vehicle could be blown up, but how much fun is it to blow up an empty vehicle, definatly wouldn't be one of my priorities. I would allow Engineers and Infiltators to hack or salvage resources.
