Id say:

Close up:
Shotgun, lasher, minigun.

Medium:
Gauss, pulsar, cycler.

Far away:
Boltdriver.

LOL exactly. I haven't played the other Empires, but in my experience nothing comes close to mowing down infantry like the TR AI MAX.
