ONLY my civilians look like this:

Right click hl2 in games in steam, properties, launch options, "-dxlevel 80" without quotes (may need a space before it)

This will force the game to run in direct x 8 mode, which should fix your water and maybe civvies.

If not, look around some cs forums - some people have the same civvy problem with the hostages in cs source, I'm sure theres a fix.

I'm really tempted to post a screenshot from the end.
