Couple questions

Hey guys I've come up with a couple questions after my first couple months to the game I need answered =)

Firstly, can someone go over the abilities granted with each level of CR, I'm CR2 atm and I don't quite understand what show friendlies does, and all i know is CR4 is OS and 5 is global. Do you need the command uplink soley for EMP and OS?

Also, do all empire maxes have 650 armour? I have only played TR since my first day, and obv they have 650.
