Gamers Europe has up a preview. Here is a snippet:

You start off by defining your character � the usual online stuff, facial features etc. Then comes a screen where you distribute your certification points. These points determine what weapons and armour your character has access to, what vehicles you can drive and what skills you can develop and at what speed � more points in a specific area (say speed) mean that area develops faster. The more time you spend online (and the better you do) the more points you�ll get. Throughout the game there are implants available. These implants enhance certain areas of your character, for example enhanced vision or enhanced sound. Next it�s time to learn the basics at a training level � learn how to equip weapons, how to drive and how to shoot various weapons.
