Hacked Equipment Terminals - Slight access to other ES

So, while thinking on a post about how we won't be able to loot other empire gear, as we don't have an inventory system (seriously though, there should be an option for it for us Vets!), and seeing Higby respond that we can still sneak into bases and hack equipment terminals of other empires, I've come up with a bit of a thought.
Now, for the most part, yeah, this is probably not too great of an idea, but it could probably be part of one so I figured it was worth mentioning.
Whenever a base is taken over, we all remember the pain of that 15 minute timer, and having to gear up in an enemy base and hacking those terminals. Well, thinking lore-wise, universe-tech, ect, you'd basically see that the base is being hacked by a virus, reformatted, whatever, but think of it as not complete. So this is the idea.
Allow other Empire Specific weapons to be accessible in hacked facilities as a result of it not being converted yet, instead of being able to your own empire weapons
BEFORE you think that's all there is to it, read a bit more here. The idea is that these weapons are baseline, and not too useful unless your out of ammo or need to change weapon type (IE - shotgun to an AP type gun to fend off MAX armors). You're in an enemy base, it'd make sense to be forced to take a default weapon loadout like a cycler, pulsar, or guass rifle from the enemy base, and these guns would be worse than your custom modified assault rifle. Could even just make it only a single gun or two from the empire and just the rest as common pool.
To further this idea a bit more, and give ANOTHER idea that may be better, allow various levels hacking skill, based on personal research, that allows the hacker to open up a terminal for more gear options. This could mean to eventually allow your own empire gear from that terminal and get your own loadout if a high skill hacker does it, or if this idea is too far fetched, let each skill level of a hacker unlock greater weapon and armor classes - ie - standard-agile-exo-MAX. Could be the same for vehicle terminal hacking too. This would give a bit more importance to hackers who improve their skill than just starter hackers who can still help out at an enemy base, even if not as good.
