Upgrade Advice/Assistance

1. Are you building this computer yourself or having one built for you (Like HP, Alienware, or even a small shop)?
I'm going to be upgrading a PC that I had hand picked parts for and had a local store put together because of ignorance and fear on the subject of PC hardware. I think I can manage replacing a few parts myself though.

2. What is your budget and does that include shipping/taxes?
$300-400 for some parts to upgrade.

3. Where do you live (Please list town, state, and country)?
Columbus, OH

4. What do you need this computer to do (like gaming, Photoshop, and so on)?
Gaming with a side of office and web surfing.

5. What parts will you need for the computer? List what parts specifically, saying you need everything will not do.
Well heres my current build: http://pcpartpicker.com/p/hKuk
I couldn't find my exact video card within the site so I put it in as custom. Heres the specs on the card if you can't access it: ATI Radeon HD 5770
With the computer being built pretty much exactly 2 years ago I would just like to upgrade a few key parts to get some better performance, more specifically the RAM, Video card, and I was wanting to get a small SSD as well. Preferably I would like to get somewhere around a GTX 650 or 660. Browsing around I found some things and I'd like an opinion on them:
CORSAIR Vengeance 16GB
Corsair Force Series 3 CSSD-F60GB3A-BK 2.5" 60GB

Also would the current power supply be able to handle the new upgrades?

6. Are you reusing any parts for this computer? If so say what parts (make and model).
Old build posted above.

7. What kind of monitor/resolution do you have or want to get to use for the computer?
I can't really find my monitor on any specific website but heres the specs on some random blog which reviewed it.
LG Flatron W2340VG
Its currently running 1920x1080 which I'm fine with.

8. Do you have already have a OS or do you need one? What OS is that?
Currently running Windows 7 home premium 64 bit.

9. What are you looking for the motherboard to have feature wise? Like SLI, Crossfire, Firewire, USB 3.0, Sata 6.0 Gb/s, and so on.
Already have a motherboard but if a recommendation is to replace it, I have no idea about any specifics...

10. Any plans to overclock the CPU or GPU?
Possibly

11. What time kind of time frame are you planning on ordering these parts?
Within the next few months.

I've been able to run PS2 decently but it could be better. Most settings are set to low and my fps drops in populated areas. Oh and this current PC can get pretty damn loud when running some of the heavier games I've got. I mainly built this PC for when FFXIV came out, what a fail that game was, but when I was playing it, this computer sounded like a jet engine. I don't know if its the GPU's fan or the combination of the multiple fans in the case. I would like to try and fix that as well. Would a better heat sink for the CPU help?
