I have a FX6350, 8 gigs of ram, and a GTX670. my fps are all over the place, but on ultra is definitely drops below 30fps too often. I turned off a couple of options and its a bit better, but what does it take to run on Ultra?

Try going to a warp gate and mess around with the settings and move around see if it flickers to cpu to gpu back to cpu and vice etc |

Follow the steps in this guide to help you figure out the point at which you can balance your graphics- and processor-intensive tasks.
I know for AMD processors, the game will frequently turn on "smoothing" to try to help you out, but in my experience that tends to really hold you back in intense fights, so I'd say turn that off. Otherwise, mess around with the settings.
