Did the Liberty's Call massacre actually happen?

I'm struggling between NC and TR, and one point in the lore has me worried; when the NC was just starting out under the name of 'Liberty's Call', they allegedly had a protest against the TC. As the story goes, Terran Republic Riot Police killed every poster and several innocent onlookers...or did they? This sounds like a dramatically brutal thing for the TR to do, so did this actually happen? And if it did, would the current TR leadership allow it, or as it morally evolved?
And what's all this about the 'systematic removal of human rights'? How far did TR oppression really go?
