Im not sure but i think you have implemented a system to prevent people getting additional keys by just creating new accounts. This prevents people abusing the system. For example, a friend of mine has 10 keys and is intent on using them to play PS for 100 days, but his new Gcard (9800) doesnt seem to want to work, so i have convinced him to donate em if he cant get PS working.

We have a variety of protections in place. If you cannot request a key you either already have or we are out. In which case this message is displayed in large bold yellow print.

We have run out of keys, subscribers we need your donations! Donations are getting harder and harder to find, spread the word to your PlanetSide friends that keys are in need! Key's are first come, first served, keep your eye on this page for available keys. Feel free to join the discussions in the forums while you wait.

Well you can't use more than one key on an account. He would have to start a new account and character every 10 days. He can't just string them along on the same account.
