It has been explained that PPA has no damage falloff. It's treated like a rocket. Therefore, it hits for the same amount at any distance. And currently, they have no way to make the damage falloff.

The old PPA has no drop and it can snipe at long distances. It has AOE, good rate of fire and good damage, and good ammo supply even after the initial 'nerf'. In short, it was the perfect AI weapon. Mount that in a Harasser and especially Magriders that can scale mountains and you got perfect (and totally OP) AI weapon.
