NC are evil because they are Technophobic, and are merely going to supresses creative technological advances in the same way that the TR's are going to do.
Plus they are violent, warmonger's! We offered peace & your turned us down! plus you dunno what next the NC's will change its policy's again, at leased you can trust the TR's to keep to the same well beaten idea's of theirs.

SmokeJumper (keep of PS lore) tends to enjoy keeping the ethics of each Empire ambiguous. But here's my take:

The TR are the good guys, trying to keep an order together that works and has a long tradition of providing for its people.
The NC's philosophy of Freedom From Oppression masks an anarchist agenda that casts off any accountability for their actions.
The VS is not so evil as they are irresponsible, working with technology they do not understand to a questionable end.
