Yeah we have laws that state that children under a certain weight and age have to always be in a properly secured child seat when in a moving vehicle... but irresponsible people like the one shown obviously don't care.

Well technically they effect criminals but only when they get caught. Was a funny story on Top Gear that Yorkshire (or some county) police can't enforce the law I alluded to since it's illegal for them to measure children (sucks to be a small adult, they can measure you).
