If Sancs are so hard to make, then just adding the rule of "last warpgate" wil suffice. If an empire gets kicked out of all continents, the last one to be fought for will be the one with uncontestable warpgate(s).
Meaning that if Empire A captures Indar and Esamir, driving the opposing empires away, Amerish will have 2 uncontestable warpgates, until one of the empires gets a hold of a warpgate on another continent. |

The problem is that there are only 3 on each continent. We would need to have at the very least +1 and to remove the foothold aspect from them entirely. So warpgates need to be either entirely about transportation or we need a more direct method of intercontinental travel.
