Way back when (i.e. before exclusive beta started) wasn't the general plan to be that the personal shield would let you fire, but at a slower rate?
How does the personal shield IMPLANT work? Is it the same way? Because that would be pretty useless...

The shield has actually saved me many times, when walking around corners I can't see what's around them I turn it on.
If it's fully charged I always put it up when facing another soldier, let him blow his ammo and then fire as he's reloading. Also it takes 3 decimators to kill me if fully charged instead of two. |

The NC max is the PERFECT shock troop, you send them in 1st wave with their shields, they can charge a base/tower with getting no dmg on the way, letting other troops be safe as well. Once they get there they can then fire.
It also ensures that you get in the 1st shot in most 1-1 battles, as well as makes it so inf can not dmg you when they get around your back where you cant shoot them.... I love the shield
