They had them in Delta Force: Land Warrior. Zone-campers and other tactically-minded people could secure a great deal of areas with one mine. But there was a drawback, let's not forget - you could lowcrawl (something Planetside is unfortunately lacking) past it, you could shoot the mine (after ensuring you weren't in blast radius if you wanted to survive), or you could simply 'nade the mine to clear it.
A Claymore isn't something you survive, so it's supposed to suck. These types of deployables, if done properly (meaning they aren't like a firecracker and just maim you), should be limited SEVERELY in the queue. Like, five at the most. They should also be easily-countered by certain things, for balance - like Sensor Shield or a crouched infiltrator or something. In exchange, they should be close to a "one-shot kill", since there's explosive damage and massive amounts of shrapnel damage.
