Yes, it's true. The 'don't lash close constraint' was the fact that a lasher orb does not lash out at enemeies at all untill it had moved more than five meters from the lasher barrel. This was done to save potential grief for a lasher user as they had not implemented the "No Lash Friendlies" code. However, now the lasher orbs do not have the ability to lash friendlies at all. (before they did) Therefore, there is no reason for it not to be lashing the instant it comes flying out of the Lasher barrel. Now the two properties of the Lasher orb are redundant so smoke is removing the "Don't Lash Close" constraint.
