If a woman is killed, and they catch a guy that they think did it, but they can't find the weapon, does that necessarily mean he didn't shoot her?

He's hinting to the theory that the weapons were shipped out to other countries prior to the beginning of the war. It's possible, considering Bush gave Saddam and his regime 48 hours to leave Iraq before military action was taken, not to mention the three or so months of UN debate. They probably did as much as they could to cover their tracks.
