Sounds like that bot uses AIML. AIML (Artificial Intelligence Markup Language) is an XML-compliant language that's easy to learn, and makes it possible for you to begin customizing a bot or create one from scratch within minutes.
http://www.alicebot.org/ I've had one set up a while ago on AIM. It's AIM screen name was TridotChatBot I'll have to see if it's still up.

It�s really cool how well it works if you set the scripts up right. But that takes time. I've seen whole AIML scripts that people are selling for $_$ I've even seen CyborSex Bot AIML scripts for sale. They were the highest priced of course.
