The COF is really bad.
In real combat that would prolly be the most likely answer, but if you hit every shot subtract 1 from all those totalls.

Has a 10 shot clip, shot requirement per kill is listed, the CoF blooms REALL big, and doesn't come back down as fast as the Bolt driver. Honestly you'd be better off using a Pistol.... in ReXo.

no its 5 for rexo
4 agile
3 reg

I don't normally measure success by kill rate anyway, especially not in the case of sniping.
this is very true... in most situations with BD, you will get less kills but have less deaths as well. In some situations, you will get insane kills and few deaths. Just because you have a poor or excellent kill rate doesn't imply success, just the situation.

turns out theres some reverse dmg degredation on it too. rexo dies in VR at 3 hits at very long range, COF is huge though...

thats really stupid, it has a faster RoF but longer CoF resizing time, and i don't expect such a gun would be that helpful in this game anyway...

The whole reason they didn't make the heavy sniper rifle uber 1337ness is because they are trying to stick to the whole noob can beat a vet thing. It was said when the merits were comming out that they wanted to make features that didn't make you better, they just offered an alternative. I mean you don't even need a cert for this thing (I don't think).

More likely they don't want everyone sniping and/or the Bolt Driver becoming redundant

i don't think it would become redundant, not if they change it properly, if the HSR had it's CoF sized down faster and it's general accuracy and shot range degraded, then it should be more useful at those operations in bases and towers, and the BD would still be useful for long distance on towers, bases and hills...

Right now it's just a piece of crap. The COF makes it worthless in a real combat situation where a guy can just run behind a tree or something. They need to cut the COF cooldown in half atleast before it will be useful.

As Sniping is one of my main certifications, I think it's fine the way it is. It should be much worse than the Bolt Driver, so the Bolt Driver is still the main Sniper Rifle.

Right, and what exactly does that make the HSR then? It can't compete with the bolt driver, or any MA weapon, or anything. It has literally no use that isn't covered and completely dominated over by another weapon. I've thousands of sniper kills and yet after a day of sniping with it I honestly would never dream of using it in any situation. I've a lot of MA experience and this thing has no ability in the MA department. The weapon's COF is too huge, and its ammo consumption too quick. It's dead weight until they patch it.

well, when you remember that it has nly just entered the game from private testing, it makes sense that it hasn't found it's place...
