Well, you could separate your ranked officers into division leaders, if your outfit is big enough. So you could have an officers who leads the air division of your outfit for example. Not really restricted, but categorized into leading a specific group of people who performs the same sorts of actions.

Also I thought it was customary for outfits to have specific people leading squads based on how close they were to CR5. PS2 might have the same people playing leader throughout the campaign due to the loss of CR5. |

Yes indeed. The new system though may allow for a lot more command advancement, perhaps almost an infinite amount (I imagine maxing out a skill route would take years). I also think (and of course, who knows for sure) that guys with a lot of time invested into command skills (CR5 equivalent) will be more effective leaders based on expanded command abilities. Therefore, no point in letting someone lead who doesn't want to--based on the fact that they have no leadership certs.
