You raise a very important point, and I believe it has been answered...somewhere. I can't recall where. I believe what they said was that, like in PS1, you can turn off some of the prettier effects - but they compensate for that by doing the same thing with less visually-intense effects. Turn off weather particles that would decrease your sight range? That's alright, when the sand storm comes we'll just decrease your sight range anyway, you just won't know there's a sand storm. Want to turn off the flora so you can see mines better? We'll just make them less visible until you get even closer to them. Things that they do with weather like glare, sight range, and blur can also be done without incorporating the weather elements in order to optimize performance but also keep the game fair. I think that is the approach they're taking, someone please correct me if I dreamed all of that up.
