Not an issue, for two reasons:
- All three empires look awesome, so there should be a nearly even 33% split among players. - The "low population empire" incentives from Planetside worked great, and that system is here to stay. |

Its not needed. If one factions owns the bulk majority of the land. Expect the other two factions go after them and leave the other alone for awhile. Also balance is not going to be a issue people need to stop worrying about it. This isn't 1v1 where one faction can just dominate unchecked. It's 1v1v1 the other 2 factions will always tag team the stronger faction.

No formal peace treaties.
We will have alliances of convenience formed between outfits were necessary. To this day i have never seen it in planetside. I don't count he monolith event where the vs and tr double teamed the nc at mont on solsar and still failed. (gotta love the maelstorm and the BD) |

Never needed it in PS1 and never gonna need it in PS2. Plus, it's more fun to lure the VS into thinking you're working with them and to then turn around and start phoenixing their MAXes too.

Besides, the whole thing happens naturally, always did. I remember those times when any of the 3 factions runned and gunned with 50%+ pop. You usually tried to go for them. Only when one of the two low pop empires had to open a new cont, it happend that they went for the low pop. But that usually fixed itself rather fast, as ghosting isnt really fun. |
