It may be possible that bailing and jumping out of a passenger seat in a gal will be different mechanics.

I wouldn't mind if personal aircraft got a bailing shield as well, as long as it took up some sort of slot that could be used for something else.

Obviously with the Light Assault armor as an option, it won't even be that essential, unless you want to fly as an engi or cloaker or something.

That seemed to be the plan, the last I heard about it. Having the safe bailing had to be certed and they mentioned that you had to "select" the cert in some fashion, so you might be choosing between that and being faster or something.
