You would need 1 account. Create a TR character on one server and your VS on another server. Try them out and create your main character on another server. So to play all 3 factions with one account you need to use 3 servers.
Now if you have friends that play a different faction and want to play against them and with them over the course of a few years on the same server you either need to delete your character (which is infeasible because the time based skill system) or create multiple accounts. That's the direction Higby hinted at earlier. Since it's a F2P game you can create multiple accounts and they won't be monitoring that or punishing players for doing it. (Especially since one might buy things for each of the separate accounts to unlock things). Apparently having multiple accounts is what the developers are using as a disincentive to keep people from playing multiple factions on the same server. They believe that if they allow people to play multiple factions on the same server that people won't have any faction loyalty, but if you have the factions on different servers then this increases faction loyalty for that server. (You might have a different faction loyalty on a different server, but that's the idea).
Personally I generally think that if people are playing the game with one character as most casual players will be doing they'll form faction loyalty automatically. Planetside 1 showed us this since you could switch factions (with a timer) within the same account and even though players had multiple characters on the same server with different factions it never seemed to impact faction loyalty. In fact players most of the time just got bored and wanted to try the other play styles for a bit. Sadly whoever is deciding on the character/server locking system isn't thinking this through very hard or hasn't played Planetside 1.
