Nah, a Mission System would be something where we could cert into Leadership, then put a "Need X here" marker or blob on the map that grants extra Experiance Points to users of "X" in that area.
So Alerts are automatic, but the Missions would be Player Generated.

I was looking at it more generically - just because players would be able to cert into triggering missions in a mission system, doesn't preclude the ability for the game to automatically missions to trigger as well. Especially considering we have the foundation for it with the current Alert system.
But yeah I would imagine any system-generated events would stay labled as "Alerts" just for clarity.
