You CAN shoot and run. The thing is, your Cone of Fire spreads out so wide that it would be an unreasonable waste of ammo (and an easy way to get shot). Crouching or standing still will drastically reduce the COF so that you have a far better chance of hitting something.

And how the hell does moving let ur enemy hit u easier than not moving .
How is the supressor for move and shoot? Is it possible to move and shoot if u shoot the supressor? And wtf its so dan unrealistic to make the game not being able to shoot and run, its the future, im sure they got some things to stabilize the aim so they can aim a LITTLE better anyway. So the croshairs dont have to go as wide as a galaxy at a yard range.
