Oh that bring up a thought. If an empire does reach 1666/1667, will player that wana join that server hve to join another server, or could there be uneven empires?

so wat, there can be 3000 TRs and 1000 NCs and vanus?
that be sweet!  But then as i say 1666/7 per empire, once that empire gets full, wouldn't they or should they have to join another server to be on that empire?
