You can say Happy Christmas to whomever you want to, it's a pretty free forum. Happy Holidays got started in the last decade with all of the political correct nonsense that swept the US.
But... technically, you shouldn't be saying Happy (or Merry) Christmas to non-Christians anyway since they aren't celebrating Christmas (why would you celebrate Christ if you aren't a Christian??), they are just giving gifts to people. But I don't really know what you would call that... Happy Gift Giving Days?? Who knows?? Who cares?? It's all the same joyful spirit of giving.
So I just stick with Merry Christmas and Happy New Year and leave it at that unless I know specifically that someone celebrates a different holiday in which case I'll wish them a happy kwanza or whatever the case may be.
