Terrax, background on the rust is three steps. First is a render:clouds using two shades of green for your foreground and background colors. Second is to add noise, as little or much as you want depending on how much variation you want. Third is a gausian blur. You can rinse and repeat those last two steps, or do additional cloud renders in overlay, screen or several other modes to alter the look of the metal.
The red scoring is done by using the paint brush in dissolve mode to paint red dots. Then you use motion blurs to make the fading stripes. Create the motion blurs in the center of a new layer and use an offset filter to move the scoring to the top and bottom. The red around the letters is done with shorter motion blurs, but just as simple.
