not that hard for an AI to "grow" out her hair.
few edits to her image and she can instantly or over a bit of time grow it out.

read the book, its up to the AI how he or she looks, i guess cortana wanted to change her style, BTW, read to books, if you dont youll prolly be somewhat lost, mabey, duno, havent played Halo 2 yet.

The books aren't available where I live, but I have played the original Halo, read the HBO story pages front to back and almost all the theories which refer to First Strike. I doubt I'll be lost.
