public disturbances. or vandalism. or violence. or anything thats pretty much inevitable while drunk.

Dunno what type of parties you goto but that never happens here. When someone gets drunk at parties here they either pass out and crash the night or someone drives em home. Ive never seen vandalism or anything at one.

Try citing 200-300 people for underage drinking after breaking up a party. It's simply something cops dont want to deal with unless theres something associated with that drinking (drugs, driving, vandalism, rape, etc..)
