Consider that the Gauss rifle, Cycler, and Pulsar constitute as 3 different empire specific Medium assault weapons and the Mag-scatter(?) repeater and beamer constitute as 3 different empire specific side-arms. Further, the Reaver, Mosquito, and the Scythe are 3 different empire specific aircraft, with the Vanguard, Prowler, and Mag-Rider being 3 different empire specific tanks.
At the very basic level, they're all the same tool serving the same purpose, just the default stats and quirks are skewed towards their own empire's tendencies: slow, power, armor = NC for example.
There's no reason to absolutely believe that means HA in PS2 will be 3 different mini-guns, but it doesn't necessarily mean we'll get the Jackhammer, MCG, and Lasher all over again. The Jackhammer is essentially a souped up sweeper anyway, arguably modified into with the sweeper as a base in PS2. You handle an mini-gun in a notably different way than you would a rifle however.
