I think the Lancer should get 8 shots in a clip, that would make it equal to other empires AV weapons.

I doubt that this is a correct assumption, as You must take the reload time into consideration. It takes a good 4 to 5 seconds to reload the Lancer, right? (Probably the same time as it takes the other AV weapons.) Plus that You have an extra 0.5 seconds for the warm up delay. Also add that You might miss, since You have no target lock and yada yada yada.

Bottomline: It'd take at least twice as long to shoot down a reaver with a lancer as it would take with any other AV weapon.

Not really...
it may need half a second to warm up, but then it pumps the whole clip out in about 3 seconds or something.
There is not a long warm up for every shot, it is a really fast firing weapon.

It is just important to be good at aiming with this weapon.

Thanks for clearing that up, Kalam. (Now the idea with the 8 shot clip makes more sense.)
