You're also forgetting, you're thinking of the speed of light through a vacuum.

The actual real speed of light bouncing down that fiberoptic cable will be much slower, about 35% slower at best. Not to mention additional delays due to equipment switching and the process of encoding and decoding the data onto the fiber.

You're missing some things, ping is round trip, you only accounted for one way.

So theoretical min is about 32ms, practical is much much higher given that the tcp traffic is layer 3 switched which means it is not done in optics but rather in silicon which is much more costly in terms of time.
A regular layer 3 switch hop is a couple of micro seconds and given the infrastructure to get from your home to the server and back you can easily add a substantial amount of time spent in the routing infrastructure.

Yay! i can't wait to see twitter hate cuz of priority key people didn't get it. ha they made a big mistake. they should have started the beta let vet in and then give the priority keys to people. but obviously 80% of players have priority keys. so can't wait to see the hate yay. just saying....
