Good- I want something that will make people go "WTFHACKS" when their missiles go haywire and turn around and the laser turrets cant track the invisible target.

Well it will take you some time to train. You need to spend like 2 weeks working on navagation skills so you can get mwds and use them to their full potential. To outrun missiles you need to go atleast 1500m/s and sustain that for atleast a minute.
However Amarr ships have no ships that specialize in electronic warfare, so you can't make youself unhittable. Caldari ships can do that.
