Keys are available to all, you can get one yourself once you have met the conditions specified in the news article you will be able to access the key exchange.

hmm where I can get my key? on key exchange is only form to donate key.. I have there date 25.august 9am .. now its 15am and nothing

You have to wait exactly 24 hrs from the time you registered to obtain a key.
