I remember watching a video a few years back (maybe not that long?) showing off a pretty neat terrain forming tool set inside of an MMO. the game was to have an open world, and allow any player to change the terrain to his liking, assuming he had the tools.

players were also able to construct entire cities.

anyone remember this?

it's not like civilization - it's a full blown MMO that allows players to use terrain transformation tools.
