Quick F-key icon Stuck

Bit wierd this one so please bare with me.

The F keys F1-F8 are user definable with your implants and things like med kits etc. Now they used to be fine, but I noticed today they had filled up with crap. by crap I mean speach bubbles and the like. I wannted to rid myself of these and get my targeting icon back so I chucked the tageting icon on top of all of them, this makes it easier for my stupid fingers to hit the right key in a hurry. Now the problem is when I got to the last one it transfered to my mouse cursor and I can't put it down. It just stays there, I quit start again and there it is, I can't turn/fire play the game.

I'm frustrated, does anyone know how this whole command bar operates? how do I get it off my cursor.

Please help I need to get back in there.
