Yea you get it at Command Rank 4, and then at Command Rank 5 you get a bigger OS

You know, only Vanu should get Giant Laser Orbital Strikes, it just fits the profile. NC should get like a rain of miniture missiles of plasma, and TR should just have a nuke.
or something like that, you know something unique for each empire.
