The world has been counterfeiting American currency to pay for their drug activities and mercenaries for decades.

We should have eliminated non-traceable currency long ago. To balance this rather draconian statement, I would also add that we should have legalized prostitution and decriminalized drugs, since these are the prime sources of opposition to the removal of primitive currencies.

The real barrier, however, is that politicians rely on untraceable currency for their bribes.

Crime sucks. The law sucks too. We're fvcked.

So they set off the theft alarms, found out it was their money that did it, immediately ran across the street to buy tin foil to put their money in, and then tried walking through the theft alarms again to see if that would make a difference?

Sounds like believable, normal behavior to me.
