What are forum trolls?

Also, I saw this pic in a PLanetside movie thingy, of some guy with a fishing rod that went into his computer and there were fish in it. Is this a metaphor for something?

A forum troll is someone who comes into random topics and talks about a completely different thing or makes fun of the subject, flames. etc.
