Saint, I'm pretty sure he was talking about ROF among the AV weapons.
I'm guessing the Striker clip holds >= 6 rounds... and the fact that it actually USES a clip gives it a significant advantage over the Phoenix. 3 phoenix shots are going to take up a LOT of space (rifle slot[s] and inventory). < 3 Striker shots come with the weapon, before you get to the first clip. And I'm sure those clips will be significantly smaller than the phoenix as a whole.
And let's not forget the advantage of "fire-and-forget". Where an NC soldier is sniper-bait, the TR soldier can head for cover.
Seriously: That phoenix contrail is going to be a big arrow pointing to someone imobile. And that'll draw all those bolt-driver toting snipa's like flys on sh!t. When (not if) the missile's 'pilot' dies, I'm guessing it'll go into dumb-fire mode.
