That thing is kind of big... look at this site. You can buy laser pointers that are able to cut through cloth, ductape, melts plastic, lights cigars and matches.
http://www.wickedlasers.com/ Note: The ones on the site are the ones available to public. I'm thinking that the military has much more powerfull ones.

I would be carefull fucking around with lasers, once you get into non-visible spectrum and higher power like these, it's easy to accidentaly catch a refletion, you didn't know existed, right in the eye.
I'm so getting one of those next Xmas, too bad the 450mW is $2000 Also, more powerfull lasers are not that hard to come by, lots of manufacturing things use em, and universities have soem very strong ones. The limiting factorto big ass lasers is cost, not nessicarily legal issues.
