The holidays are over and the Devs are back out and about on the forums, a short time ago SmokeJumper replied to a ton of posts about Capitols over at In Concept:

We've been toying with the concept of Capitol Buildings since way before launch. I'm not sure where the idea came from except that I can say that *I* first heard the idea in a hallway discussion with one of our programmers. (It was his idea which I promptly stole...err...liberated...and started working with the Design team on.)
